Born in Al Jouf, in northern Saudi Arabia, and raised in the United States, Dr. AlBuhairan’s multicultural background shaped her ability to bridge global perspectives with a strong national identity.

She holds a Bachelor’s degree in Clinical Laboratory Science from King Saud University, a Master’s in Molecular Biology from Brown University, and both a Master of Public Health and a PhD in Health Services Research from the University of Sheffield in the UK. Dr. AlBuhairan began her career in clinical healthcare with the National Guard Health Affairs, eventually rising to the role of Operations Administrator for the Department of Pathology and Laboratory Medicine. At IBM, Dr. AlBuhairan played a key role in fostering international partnerships that aligned global technological capabilities with Saudi national priorities. This experience laid the groundwork for her mission to bridge industry, government, and academia.

Later, at the Ministry of Investment, she was instrumental in positioning Saudi Arabia as a strategic destination for investment in health and life sciences. Her work supported public-private partnerships and enhanced international confidence in the Kingdom’s investment climate.

Champion of Women’s Leadership in Science & Education

Among her most influential roles was serving as Deputy CEO of King Abdullah bin Abdulaziz University Hospital and as a founding leader of the Princess Nourah University Health Sciences and Research Center. There, she developed operational blueprints that embedded interdisciplinary research, promoted women-led leadership, and fostered operational innovation—creating a model that continues to influence Saudi medical institutions today.

Early in her career, Dr. AlBuhairan became one of the few Saudi women to anchor national English-language television—an uncommon and courageous move at the time. Later, she brought her leadership to the cultural sector, serving as Chief Events Management Officer and Business Development Officer at the National Events Center—Saudi Arabia’s official entity for nationwide entertainment initiatives. As an advisor at the Research, Development, and Innovation Authority (RDIA), she contributed to high-level strategy while simultaneously holding executive leadership roles—a testament to her discipline, resilience, and breadth of expertise.

Global Thought Leader at the Fourth Industrial Revolution

Today, Dr. AlBuhairan serves as the Managing Director of the World Economic Forum’s Affiliate Centre for the Fourth Industrial Revolution (C4IR) in Saudi Arabia. In this role, she champions the responsible governance of advanced technologies, including artificial intelligence, quantum computing, and the Internet of Things.

Under her leadership, C4IR Saudi Arabia works closely with the global WEF network, international experts, policymakers, industry leaders, and academic institutions. Together, they co-design practical policy frameworks that are globally competitive and locally relevant—advancing national priorities and supporting ethical, inclusive, and human-centered innovation.
